Terror may exist, but its definition may be farfetched. Meyer (2004) examines the historical use of the term terrorism by the US. 9/11 at tacks triggered the intensification of the campaigns against branded terrorism. It was a trying moment for the Americans as well. Lives were lost, property destroyed and there was every reason for a rational country to peruse the perpetrators. Kawamura also noted that there was little or no evidence of existence of a religiously motivated lethal group of extremists. After 9/11, there were some publications that even described the new face of terror as being well funded, well organized and lethal. Such terms as “new terror” can be questioned on grounds that it lacked empirical data or proof that the new network of terror was lethal.
President George Bush coined the term war on terror. This preempted and justified the attack on the “new terrorist” and the nations perceived of harboring them.
